JOB SUMMARY:
The Senior Director, Talent Management provides enterprise-level leadership for talent strategy across Community Health Choice (CHC), including Talent Acquisition, Employee Learning, Leadership Development, Employee Experience, and Performance Culture initiatives.

This role is responsible for developing and executing a comprehensive talent management strategy that integrates the full talent lifecycle from sourcing and hiring through development, engagement, and retention ensuring alignment with business objectives and workforce needs.

The position oversees the Talent Acquisition function to drive effective hiring strategies, strengthen candidate experience, and ensure alignment with workforce planning priorities.
Additionally, this role transforms the employee learning function into a centralized governance and oversight model, providing strategic direction, standards, and coordination for trainers embedded across the business to ensure consistency, scalability, and alignment with enterprise priorities.

The Senior Director serves as a key advisor to executive leadership, driving talent outcomes that enhance organizational capability, employee experience, and business performance.

JOB SPECIFICATIONS AND CORE COMPETENCIES:
Talent Management Strategy & Enterprise Alignment : Develop and lead enterprise talent strategy across performance management, leadership development, employee engagement, and talent lifecycle integration. Partner with executive leadership to align people strategies with business priorities.
Talent Acquisition Oversight:  Provide strategic oversight for recruiting, sourcing, and selection processes. Ensure alignment with workforce planning, employer branding, and candidate experience. Drive improvements in hiring effectiveness, quality of hire, and time-to-fill.
Employee Learning Governance & Oversight Model:  Lead the transformation of employee learning into a federated function with centralized oversight. Maintain enterprise standards, curriculum governance, measurement, and quality assurance. Provide oversight and coordination for business-embedded trainers to ensure consistency and alignment.
Leadership Development & Employee Experience:  Oversee leadership development programs, performance management frameworks, and employee engagement initiatives. Drive a consistent performance culture supported by rewards, recognition, and accountability structures.
Data, Analytics & Continuous Improvement:  Leverage workforce and talent analytics to assess program effectiveness, identify trends, and drive data-informed improvements across talent initiatives.
People Leadership & Organizational Capability : Lead, mentor, and develop leaders across Talent Management, Talent Acquisition, and Learning functions. Ensure effective team performance and scalable service delivery models.

Reports to Position Title: Chief Human Resources & Administration Officer
Employees Supervised Titles: Manager, Talent Acquisition; Dir, Employee Learning & Experience; Leadership Development Program Manager

QUALIFICATIONS: 
Education/Specialized Training/Licensure: Bachelors degree required.
Masters degree; Professional certifications (SHRM-SCP, SPHR) preferred.

Work Experience (Years and Area):  10+ years in HR, Talent Management, Learning & Development, or related field required.
Experience leading enterprise talent strategy and Talent Acquisition preferred.

Management Experience (Years and Area): 6+ years leading leaders and enterprise functions required.
Experience leading COEs and cross-functional HR teams preferred.

Software Proficiencies: Microsoft Office; Learning Management Systems required. HRIS, ATS, and analytics tools (e.g., Power BI) preferred.

Other:  Strong knowledge of talent life cycle, workforce strategy, and performance management required.
